Unable to reply to the newsletter

I'm not able to reply to the newsletter when others seem to have been able to.

The short answer is that no one aside from staff has permissions to reply to announcements.  Some staff - including me - forgot that last bit.  Moving forward we'll be locking the newsletter threads just to keep people honest.  Announcements are just that, and discussions thereof should be held elsewhere.
