It was removed because it makes no sense to require scuffed boots to spotless armours. Just as it makes no sense to to wear spotless boots to a scuffed armour. So while it's no official requirement, common sense dictates that your boots should match the condition of your armour.

Your question has all ready been answered. Not required but you should match your armor with the boots whichever way you choose---scuffed or clean.

If you think there is too much scuffing, clean them or touch them up. Just have a balance between your armor and boots.

For level two certification (if applicable):

There is no seam present on the front of the boot.

Boots are lightly scuffed.

 

So after reading this. Do I need to scuff TK Boots?

Interesting. The 'lightly scuffed' CRL was removed from both ANH versions ages ago, but you're right, it's still there for ESB....

So Dave, you can take that as a 'no', you don't need scuffed boots. The general consensus is that the condition of your boots should match the condition of your armour. Shiny=Clean. Battle worn=Scuffed.
