I would say the less padding the better! I use emile1138's 2" foam squares and they work great! I only use 9 or 10 of the 2" squares. 4 or 5 at the forehead, 2 or 3 at the back of the head, and one on each side to prevent wobbling. You may or may not need padding at the top. The more open space there is in your bucket, the better the airflow to your entire head on those hot outdoor troops. And yes, fans are a must for almost any outdoor temperature! While the baseball and motorcycle helmet liners look pretty cool, it's kind of overkill in my opinion.
